Super Users are able to manage the Emergency Notice because this element of "Custom Content" is typically owned by the _Default Content Group.

This banner will appear at the top of every page on the website, but may differ from 1 page to another due to  a "Subsite".

Where to find the Emergency Notice:

go to > Configurations > Custom Content> Edit "Emergency Notice

What to look out for while working with this piece of content:

• Even if "Display" is check marked - your Emergency Notice may be "Expired" check the Show All Options grey banner.
• choosing a different color may be distracting
